Workers remodeling a Kennewick apartment this past weekend debated over whether to call police on someone who left a 19-month-old child on a balcony for two hours during 100-degree weather.

The screen door was open, but no one was helping the crying baby!

Kennewick police decided to conduct a "welfare check" and entered the apartment. They initially found no one, but eventually discovered the child's 19-year-old mother sleeping under a comforter -- and under the influence of drugs.

Police gave the child water and called protective services, who knew the family and took custody of the girl.
