There are plenty of reasons for a state to receive aid from federal funding. These can be for transportation, healthcare, disaster relief if something huge happens like an earthquake or flooding or tornado. There are plenty more reasons why one state may need funding than another state. Some states rely on federal funding more than others as well.

Turns out, Washington doesn't need as much help as many other states.

Washington doesn't rely on the help as much as Alaska which is the most federally dependent. Other states to round out the top five are Kentucky, West Virginia, Mississippi, and Louisiana.
