Why Is This Car On Its Side In Gleed? Kind Of Weird

There is this car in Gleed that sits on its side right by the fire station on Old Naches Highway. This is quite curious to me. I have lived here for seven years and it is still on its side.

It's probably there for some kind of training for the Yakima County Fire District crews, but you can't help but look and wonder as you drive past.

Why do you think it's there? (And who's keeping up with changing its oil?)
